Background:


The original RTE Rules were issued in 2010 (G.O.Ms.No.20, dated 03.03.2011).

Several amendments have been made since then (G.Os listed from 2011 to 2024).

G.O.Ms.No.19 (dated 13.05.2025) introduced school restructuring in AP.



Key Amendments Introduced:


1. School Classification:

Revised definition of Elementary School includes:

Foundational, Basic Primary, Model Primary, Upper Primary Schools, and High Schools with Classes I–VIII.


2. Neighborhood School Definition:

Distance criteria for neighborhood schools:

1 km for Foundational/Primary Schools (PP1 to Class V).

3 km for Upper Primary / High Schools (VI to VIII).


3. Transport Allowance:

Provided if schools are not available within defined neighborhood:

1 km for Primary schools.

3 km for Upper Primary / High Schools.


4. Upgradation of Schools:

Existing schools can be upgraded:

PP1–Class 5 schools can add Classes VI–VIII.

I–VII schools can add Class VIII.


5. School Management Committee (SMC):

One SMC for schools with combined levels (PP1 to Class 10).

SMC exists perpetually until dissolved/merged by authorities.

Vacancies to be filled in a timely manner.

6. Teacher Classification Forms:

Revised formats for:

(G)(1): Teachers in Foundational/Basic/Model Primary Schools.

(G)(2): Teachers in Upper Primary Schools.


Purpose
To align the RTE Rules with the 2025 School Restructuring Policy, aiming to enhance learning outcomes and provide equitable education access.
