AP Teachers Rationalization 2025 – Summary

G.O.Ms.No.21, Dated: 13.05.2025

1. Objective

  • Reapportionment of teaching staff across Govt, ZP, MP, and Municipal Schools.
  • Conversion, upgradation, and creation of posts to address workload and enrollment drop.

2. School Structure Types Introduced

  • Satellite Foundational School (PP1 & PP2)
  • Foundational School (PP1 to Class 2)
  • Basic/Model Primary School (PP1 to Class 5)
  • Upper Primary School (up to Class 8)
  • High School, High School Plus (up to Class 12)

3. Major Government Actions

  • Converted 4706 School Assistant posts as MPS HMs / SAs.
  • Positioned 2754 surplus teachers as Cluster Level Academic Teachers.
  • Converted 615 posts to meet local needs within the same management.
  • Created 4545 posts (Grade-II HMs, SAs, SGTs) by suppressing surplus posts.
  • Upgraded 779 Upper Primary Schools to High Schools.
  • Allocated 1902 vacant surplus posts for future requirements.


4. Staff Pattern Guidelines

4.1 Primary & Model Primary Schools

Basic Primary School (PP1–Class 5) 1–20 1 SGT
21–60 2 SGTs
Model Primary School Up to 59 1 MPS HM/SA + 3 SGTs
60–150 1 MPS HM/SA + 4 SGTs
Above 150 +1 SGT for every 30 students

4.2 High Schools (Classes VI–X)

5 8 HM, SA for each subject (Telugu, Hindi, English, Maths, PS, BS, SS)
10 15 Includes SA(PE)/PET based on enrollment
15 21 Staff increases with student strength
25 31 Max staffing with multiple PETs for 750+ students

5. Implementation

  • Director of School Education (DSE) to take necessary action.
  • Approved by Finance Department (FMU-SE).
