1. Short Title & Applicability

These rules shall be called The Andhra Pradesh State Teachers (Regulation of Transfers) Rules, 2025. They apply to Headmasters (Gr-II), School Assistants, Secondary Grade Teachers and equivalent cadres working in Government, Zilla Parishad, Mandal Parishad, Municipal and Municipal-Corporation schools. The rules come into force with immediate effect.

2. Criteria for Transfers

  • HM (Gr-II): Compulsory transfer after 5 academic years in the same school.
  • Teachers: Compulsory transfer after 8 academic years.
  • Request transfers allowed after 2 academic years in the present school.
  • Teachers retiring within two years are exempt unless they opt to move.
  • Male staff below 50 years working in Girls’ High Schools must be shifted.
  • NCC officers posted, as far as possible, to a school with the same NCC unit.

3. Transfers by Web Counselling

All transfers use the online portal https://cse.ap.gov.in. Entitlement points = Service + Station + Special + Performance – Negative (if any). After provisional lists and objections, teachers submit web options; final postings are software-generated and approved by the competent committee.

4. Committees for Counselling

Six committees handle counselling for different managements. Example: Government High Schools committee is chaired by the Zonal-HQ District Collector, with the RJDSE as Member-Secretary.

5. Competent Authority

Transfer orders are issued by the competent authority after committee approval based on the web-generated final list.

6. Station & Service Points

Station Points (max 8 yrs):

  • Category-I area: 1 pt/yr
  • Category-II area: 2 pts/yr
  • Category-III area: 3 pts/yr
  • Category-IV area: 5 pts/yr
    ※ +1 pt/yr for ITDA areas

Service Points: 0.5 pt for every completed year of service in all cadres.

7. Special Points

  • Spouse Points: 5 pts (once in 5/8 years).
  • Unmarried women ≥40 yrs: 5 pts.
  • Benchmark disability (40–69 %): 5 pts; higher disability handled under preferential category.
  • Recognised Union President/Gen. Secretary (State/District): 5 pts.
  • Legally separated women / Ex-servicemen teachers: 5 pts.
  • Scouts & Guides unit in-charge (≥2 yrs): 2 pts.
  • Re-apportionment affected: 5 pts + present station (or previous) points.

8. Performance Points

Awaiting separate guidelines. Government will notify the criteria in a subsequent order.

9. Preferential Categories

Priority order (irrespective of points):

  1. 100 % visually challenged / ≥80 % locomotor disability.
  2. 75 % visually challenged / 70–79 % locomotor disability / >70 dB hearing loss.
  3. Widows.
  4. Teachers suffering from cancer, open-heart surgery, major neurosurgery, bone TB, kidney transplant/dialysis, or spinal surgery.
  5. Teachers with dependent children/spouse who are mentally challenged.
  6. Teachers with dependent children suffering from juvenile diabetes, thalassemia, haemophilia, or muscular dystrophy.

10. Negative Points

1 pt deducted per month of unauthorised absence (max 10 pts), in addition to disciplinary action.

11. Tie-Break Rules

  1. Seniority in cadre.
  2. Date of birth (senior first).
  3. Women preference.

12. Notification of Vacancies

Government will publish: clear vacancies (including retirements), compulsory-transfer vacancies, re-apportionment vacancies, long-leave vacancies, study-leave vacancies, and resultant vacancies during counselling.

13. Online Application Process

Only applications submitted on the official portal are accepted. Printout must be signed and submitted to the appropriate authority. Headmasters/Teachers under compulsory transfer must select all options; failure to apply results in posting to leftover Category-IV vacancies.

14. Objections & Grievances

Provisional lists are displayed online; objections must be filed with evidence within the stipulated window. RJDSE/DEO disposes of objections and publishes the final list.

15. Transfer Orders

Digitally generated orders are final; no review after issue. All orders carry a court-case-pending clause. Non-applicants (compulsory category) are posted in absentia.

16. Relief & Joining

Transferees must be relieved immediately and join at the new post on the specified date. Schools should retain at least 50 % of regular staff; a relieved junior may be recalled temporarily if needed.

17. Appeal Mechanism

Three-tier committees (District, Zonal, State) handle appeals. Representation must be filed within three days of order; disposal timelines: 15 days (District/Zonal), 30 days (State). Court action is permitted only after exhausting departmental remedies.

18. Revision Powers

The Commissioner/Director of School Education may revise, annul, or remand any transfer proceedings to rectify rule violations and can stay implementation during review.

19. Disciplinary Action

Submitting false information leads to disciplinary proceedings, posting to Category-IV for 5/8 years, and possible prosecution. Officers countersigning false documents also face action.

20. Relaxation & Clarifications

The Government may relax any rule in public interest with reasons recorded in writing. The Commissioner/DSE is empowered to clarify transfer-related issues during the process.
