Below are the official Frequently Asked Questions (FAQs) released on 16th May 2025 regarding Teacher Transfers in Andhra Pradesh.
1. Aided Teachers Absorption Date for Seniority?
The date of joining into government service (i.e., official absorption date) will be considered for station seniority.
2. Aided Teachers: Service vs. Absorption Date?
For station seniority, the absorption date is considered. For service points, aided service is also counted.
3. Promotion in Same School – Which Service Counts?
Both cadre services count for the 5/8 years rule.
4. Transfer in 2017 but Joined in 2018?
Station service is counted from the actual joining date, not the transfer order date.
5. Declaring Surplus: Two Teachers Retiring Soon?
The junior teacher will be declared surplus.
6. Study Leave – When is Post Treated as Vacant?
If a teacher is on study leave as of 01.06.2025, the post is considered vacant.
7. Joined Late in 2018 – Is Post Vacant?
If 8 years not completed, post should not be shown as vacant.
8. Retirement in 2 Years but Completed 8 Years?
Post not shown as compulsory vacancy unless the teacher is willing to participate.
9. Preferential Reservations – Apply to Vacant or Total?
Count preferential category based on total sanctioned posts.
10. Bifurcation – Service Continuity?
Teachers come under compulsory transfer after bifurcation, even in same premises.
11. SA Sanskrit Teacher Working in SA Bio Post – Show Vacancy?
No. Don’t show it as vacant. The SA-BS post is surplus and already adjusted.
12. Repatriated from FSTC – Which Service Counts?
Only count from new joining date after FSTC.
13. Two SA Teachers – One with NCC – Who Stays?
Both haven't completed 8 years. Retain the one with NCC.
14. Primary School Merged in High School Campus – Are SGTs Surplus?
No. If enrolment is more than 30, allot 3 SGTs + 1 HM/SA. SGTs are not surplus.
15. Suspended Senior vs Retiring Junior – Who’s Surplus?
Senior teacher under suspension is surplus.
16. FS Teacher Adjustment after FS School Closure?
Adjust FS teacher in the BPS section of HS.
17. Surplus Decision – PWD vs NCC vs PWD (Incomplete Service)?
Move NCC teacher if NCC unit is available elsewhere, or take willing PWD who completed 8 years.
18. What Seniority to Use for Surplus – Station or Service?
Use present cadre seniority. For SGT, use SGT service. For SA, use SA service.
19. SA SS Reverted – Who Is Surplus?
Reverted teacher is considered surplus.
20. Same Day SA Promotions – SC vs OC – Who Is Senior?
Within SA cadre, SC teacher is senior if listed first in seniority list. SGT seniority doesn’t apply.
21. HS Plus – 8 Years Completed in SA-BS and SA-Botany – Compulsory?
Yes, apply under SA-BS. If no Botany post exists, transfer not valid in that subject.
22. HS Plus Teachers Not Shown in Working List – Can They Apply?
Question not appropriate.
23. HS/UP School – Preferential Category Subject Application?
Apply preferential category subject-wise. UP schools don’t consider this for 6–8 class enrolment due to single teacher allocations.
24. LPs Joined on 23-09-2017 – Compulsory Transfer?
No. They didn’t complete 8 years or 7 years 9 months. Not under compulsory transfer.
25. PETs, LPs Working Against SA Posts – Show as Vacant?
No. Only show as vacant if they come under compulsory transfer.
26. Leftover LPs & PETs – Criteria for Transfers?
Do not disturb unless under compulsory transfer. PETs against SA(PE), LPs against SGT or SA(Language) follow this rule.
27. LPs Working Against SGT Posts – Show SGT Post as Vacant?
Yes, if not under surplus/8 years, show as vacant.
28. LP Telugu in MPS School – No LP Post Exists – What to Do?
Show against SGT post due to court order protection.
29. MTS Posts – Should They Be Shown as Vacant?
Yes.
30. PBD Teachers with 8 Years – Willing for Transfer – Show Vacancy?
Yes. Take declaration cum willingness and show the post as vacant.
31. PET Working Against SA(PE), PET Retiring Soon – Who is Surplus?
PET is surplus, as only one SA(PE) is sanctioned in new structure.
32. PET Completed 8 Years in SA(PE) Post – Show Vacancy?
Yes, show SA(PE) post as 8 years vacancy.
33. PET in SA-PD Post (Surplus) – Not Completed 8 Years – Surplus?
Yes. PET is surplus as there is no PD post in that school post-reapportionment.
34. PH Ortho Teacher in SA Telugu Post – Show Vacancy?
Do not disturb PHC teacher (Telugu). Adjust others per UP norms.
35. Blind Teacher Completed 8 Years – One Post – Exempted?
Yes, don’t disturb the blind teacher due to court case.
36. PHC Junior – One Surplus Post – Surplus Decision?
Junior PHC teacher is exempted. Next senior is surplus.
37. PHC Ortho 70% vs Retiring Teacher – Who is Surplus?
Don’t disturb PHC candidate due to court order. Retiring teacher is surplus.
38. PHC (HI/Ortho) Working in Non-Designated Posts – Show Vacancy?
Apply same rule as for blind teachers.
39. Benchmark Percentage for PHC Exemption?
Minimum 40% disability is the benchmark for exemption.
40. PHC Candidate Willing to Transfer – Show as Vacancy?
Yes. Take declaration cum willingness and show post as 8 years vacancy.
41. Can PHC Category be Applied to SA (PD) Post?
No. PHC reservation not applicable for PD/PET posts. If disability occurred during service, then it can be considered.
42. SA Social Not Sanctioned Post-Reapportionment – PH Candidate Working?
PHC teacher should be retained. SA-BS post is surplus.
43. SC Reservation G.O. Applicability on Promotions?
Yes. G.O. on SC reservation is applicable for promotions and future appointments.
44. If No Group-1 Candidate – Can SC Group-2 Fill Vacancy?

45. SGT Posts – 1 LPT Working Against SGT – Who is Surplus?
LPT working against SGT must move to SA Telugu post under reapportionment.

Yes. Considered under compulsory transfer.
47. New SA-SPL Edn Posts Allotted – Include in Vacancies?
No. Do not include now. Instructions will be issued later.
48. Deputed for Higher Studies – Show Vacancy?
Yes. Posts should be shown as vacant.
49. Teacher on Study Leave – Salary From Where?
Salary will be drawn from new place of posting. Current post shown as vacant.
50. Widow Teacher – Previously Used Spouse Points – Eligible Now?
Yes. Eligible for preferential category under reappointment.
